SUMMARY:
Dexian is seeking a talented Director of Accounting, Federal to work closely with the Corporate Controller and oversee the entire process of billing and collecting payments from the company’s government customers, including rate maintenance and management. Our ideal candidate is an experienced professional to lead the U.S. Government regulatory compliance activities for the business, all the while ensuring accuracy, timeliness and efficiency throughout our customer lifecycle. The director will report to Dexian’s CFO and work closely with the company's Corporate Controller and finance leader.

PRIMARY RESPONSIBILITIES:
  • Coordinate and execute a comprehensive U.S. Government compliance plan to ensure continued contractual compliance with all relevant federal provisions including, but not limited to, the FAR, DFARS, CAS and other agency supplements as required and other ad hoc projects as needed
  • Oversee development/monitoring, submission and publishing of all Rates, Forward Pricing, Incurred Costs ensuring the process is documented and rates are approved by the executive leadership team, and interim adjustments as needed
  • Need to have billing and record keeping experience.
  • A nice to have would be in pricing (chasing new contracts) support.
  • Work with the team in human resources, payroll and contract managers to standardize labor codes within payroll and human resource systems
  • Internal Controls to ensure accuracy and compliance with contracts, supporting timely delivery of CDRL’s and financial reports
  • Develop and manage organizational billing practices to ensure invoice accuracy within contractual terms, Federal Acquisition Regulations, and Defense Contract Audit Agency requirements
  • Work with Program Managers to track, review, analyze, and manage contract data including period of performance, contract ceiling, contract obligations, etc.
  • Oversee liaison support to all Internal/External Audit, top level Primes, DCAA and DCMA for all government financial audits and reviews conducted
  • Provide necessary Government compliance training related to FAR, DFARS, CAS, etc.





QUALIFICATIONS:
The ideal candidate should have:
  • Significant and proven work experience with Government billing and collections is required
  • Position doesn’t require security clearance. 
  • Significant experience with Internal/External Governmental Audits
  • Experience with Wide Area Workflow for electronic invoicing, receipt and acceptance
  • Vast and advanced-level experience with accounting software
  • Familiarity with advanced formulas in MS Excel
  • Excellent analytical skills along with the ability to create and present detailed reports
  • Solid understanding of the FAR/DFARS/CAS
  • Management and leadership experience is highly preferred
  • Demonstrated ability to work and communicate with all levels of an organization; Professional-level communication skills, including verbal, written, and presentation skills
  • Demonstrated ability to work comfortably in a highly collaborative, cross-functional, team-oriented, and matrixed environment
  • Desire and demonstrated ability to thrive and produce results in a fluid, dynamic, and fast-paced environment
  • Passion for solving complex problems and challenges in a highly technical and scientific environment
  • Proficient in MS Office
  • Ability to travel domestically and (potentially) internationally up to 10%
